1. General Information 

Today, along with advanced health practices, technological and economic developments, legal and ethical issues that concern physicians, other health professionals, managers of health institutions, patients and their relatives have been brought to the agenda. These developments are reflected not only in the medical field but also in the legal fields in very different ways. The fact that many new legal regulations are made at the national and supranational level in the field of health law, the current regulations are revised and updated depending on the needs, and the field of health law gaining an increasing place in the legal legislation makes it a necessity to examine all aspects of this field.

It is possible to say that the law is more dynamic than ever before. In this environment, it is of great value to carry out scientific studies in terms of law and to specialize in areas that will always keep up to date.

 Health law is accepted as a field that requires specialization with its specific doctrine, terminology and application.

Considering that health services, medical applications, the supply of health equipment and materials, and health tourism have gained a global dimension today, disputes arising from this field are increasingly coming to the fore.

The main purpose of the master's program with thesis in health law is to examine this area with a holistic approach in terms of the specialization of legal practitioners regarding the disputes arising from this field, the protection of health service providers and health practitioners, and the drawing of the boundaries of their rights and responsibilities.

Putting forth this characteristic structure of health law, which has its own rules and practices, where the legal rules are often insufficient, providing practitioners with practical knowledge based on concrete examples, thus adding a current dimension to higher education and Turkey's needs in the field of health law, which will gain much more importance in the coming years. aims to train experts.

In addition, the program covers the curriculum not only for lawyers or law practitioners, but also for dentists and pharmacists operating in the sector, especially medical doctors. With the interdisciplinary opening of the Health Law master's program, which is planned to be opened within the body of Eskişehir Osmangazi University, Health Sciences Institute, our university will make a significant contribution to the training of qualified manpower with its infrastructure and experience.

Those who aim to acquire more advanced and independent research knowledge and skills in the field of health law master's program with thesis will be able to continue their doctoral programs if they meet the entry requirements.

Students who successfully complete the program are awarded a master's degree in Health Law.

4. Acceptance Requirements

In order to apply to the graduate program; candidates must have a bachelor's degree in compliance with the conditions set by the Senate. The candidate's Academic Personnel and Graduate Education Entrance Exam (ALES) score must be at least 70 numerical and the Foreign Language Detection Exam (YDS) or Higher Education Institutions Foreign Language Exam (YÖKDİL) score must be at least 60.

5. Acceptance of Former Educations

This is determined by the Regulations by the Board of Higher Education.

6. Qualification Requirements and Regulations

The student must succeed all lectures that were selected. And the average score must not be under CC. The student must complete minimum 90 ECTS credits and submit a successful graduate thesis.

7. Program Profile (Objectives)

Today, the rapid progress of scientific developments in the field of health, both in the world and in our country, not only increases the number of legal disputes regarding health law, but also brings new legal debates in this field. The rapid increase in the number of lawsuits arising from erroneous medical practices has led health workers to want to have knowledge in health law. With the problems in practice, the need for scientific studies in the field of health law is increasing. For this reason, it is aimed to train lawyers who are experts in this field and to have health professionals have knowledge about the subject.

Upon completion of the program, students will acquire interdisciplinary knowledge about the program topics and legal practices in line with the aims of the program.

8. Program Qualification (Outputs)

1-Having sufficient theoretical knowledge about basic legal rules and legal methodology in the field of health law,

2- To have sufficient theoretical knowledge about basic ethical principles and approaches and ethical methodology in the field of Medical Ethics,

3- Examining the practice and current jurisprudence regarding disputes arising from health services carried out by public and private health institutions in the field of health,

4- Approaching health law, which has become a multidisciplinary branch of law, from different perspectives,

5- Identifying and diagnosing legal problems,

6- Presenting practical information to practitioners within the framework of concrete case examples,

7- To be able to use legal interpretation methods effectively, to be able to make solution-oriented analysis and synthesis, to develop a strategy in order to produce solutions to the legal problems,

8- Having the ability to research and develop ideas on legal issues,

9- Taking responsibility individually or as a team member to solve complex legal problems,

10- To be able to evaluate legal problems separately in terms of existing and required law with a critical point of view,

11- To be able to use the technical legal knowledge in the field of health law orally or in writing, to express one's personal opinion and evaluation on a specific legal issue, verbally or in writing, in a persuasive way,

12- To follow the legal literature at national and international level, to constantly develop and update technical legal knowledge, to use information and communication technologies for this purpose,

13- To be able to conduct comparative analysis and research between various legal systems,

14- Mastering academic working methods in order to conduct scientific research on a specific legal problem in the field of health law.

15- Recognizing the ethical problems encountered in health practices and suggesting solutions,

16- To be able to take responsibility personally or as a team member in solving complex ethical problems specific to the field of health.

9. Employment Opportunities

The program aims to train experts and academics in this field, for which many new legal arrangements have been made in recent years. In this direction, it is possible for our graduates to work as academicians at universities and as experts in related institutions.

15. Department Resources

In Eskişehir Osmangazi University Campus, especially in the Faculty of Medicine and the Institute of Health Sciences, course tools and computer equipment are at an extremely sufficient level for both education and research. Every classroom and every seminar room is equipped with barcovision, computer and internet facilities. Computer and internet facilities are available in each laboratory. In addition, 40 internet-connected PC-equipped computer laboratories of the Faculty of Medicine are used for the introductory computer and database courses of the Institute of Health Sciences. Access to PubMed (full text) database is available in each of the departments that contribute to the course.
